NGSA chairman Robert McCartney commented: ‘This is a very welcome step. But it offers no solace to parents living in four fifths of the country with no grammar schools at all. Nor will it help those youngsters who have passed the voluntary 11-plus test, yet are still denied a place, even when they appeal. ’
